In 1994 the RCMP Commissioner at the time was granted approval from the Treasury Board to create a licensing program for RCMP branded merchandise.

The licensing program was transferred to the RCMP Foundation with the primary objectives:

Protect the Intellectual Property of the RCMP
Ensure all product is ethically sourced and manufactured
Work with manufacturers to test products and materials to ensure they are produced according to Canadian law and standards
Mandate all manufacturers carry liability insurance and indemnify the RCMP of any legal responsibility around branded product
Work with the RCMP Intellectual Property Office to ensure all product bearing any logos protected by RCMP is approved by them represents the brand and adheres to policy
IT IS MANDATORY THAT RCMP FOUNDATION LICENSEES ARE USED IN THE PRODUCTION OF ALL MERCHANDISE
